It is a great honour and privilege to serve as the Treasurer of Patuakhali Science and Technology University (PSTU), a leading institution of higher education committed to academic excellence, research, innovation and the advancement of knowledge. I consider this responsibility not merely a statutory position but also an opportunity to contribute to the institutional development, financial sustainability and long-term aspirations of our university.

As the Treasurer, my primary responsibility is to promote sound financial governance and ensure the effective, efficient, transparent and accountable management of the university's financial resources. I am committed to discharging my duties and responsibilities in accordance with the Patuakhali Science and Technology University Act, 2001, relevant university statutes and regulations, government rules and policies, and the directives of the appropriate authorities.

I strongly believe that effective financial management is fundamental to achieving institutional excellence. Accordingly, special emphasis will be placed on realistic financial planning, need-based budgeting, prudent resource allocation, expenditure discipline, proper financial monitoring and timely implementation of development activities. Our financial planning and budgeting processes should be aligned with the university's academic priorities, strategic objectives and long-term development plans.

My vision is to establish and strengthen a financial management system that upholds the highest standards of honesty, integrity, transparency, accountability, efficiency and professionalism. Particular attention will be given to ensuring that public funds are utilized judiciously, financial procedures are followed appropriately, and institutional resources generate maximum benefits for teaching, learning, research, innovation and infrastructure development. Strengthening internal financial control, ensuring compliance with applicable financial regulations, promoting digitalization and improving administrative efficiency will also remain important priorities.

I believe that the university's budget should be viewed not simply as an annual financial statement but as a strategic instrument for institutional transformation. Therefore, budget preparation and implementation should reflect the actual needs and priorities of academic departments, faculties, research centres, administrative offices, students and other stakeholders. Appropriate attention will be given to the equitable and rational distribution of resources, improvement of educational and research facilities, modernization of laboratories and classrooms, development of infrastructure, and implementation of priority development projects.

I also recognize that the sustainable development of a university requires collective efforts, mutual trust, institutional coordination and shared responsibility. Therefore, I look forward to working closely with the Hon'ble Vice-Chancellor, Pro-Vice Chancellor, faculty members, university officials, students, employees, government agencies, the University Grants Commission and other stakeholders to strengthen the financial foundation and institutional capacity of PSTU.

Our collective efforts should focus on building a university where financial discipline supports academic freedom, responsible resource management facilitates research and innovation, and institutional development creates greater opportunities for present and future generations. Every financial decision should ultimately contribute to improving the quality of education, expanding research opportunities, promoting innovation and ensuring the sustainable growth of the university.

I sincerely believe that honesty, transparency and accountability are not merely administrative principles; they are the foundations of public trust and institutional excellence. I am committed to upholding these values in every aspect of my responsibilities and to working with sincerity, dedication and professionalism for the greater interest of the university.
